No. You should get a crash dialog when plasmashell crashes.
But in 5.6 there will only be a notification in the system tray, click on
"Report bug" (or similar, can't check at the moment) there to open the crash
dialog that will allow you to get a backtrace and also offer to report the
crash directly to KDE.

Yes, the problem that kwin cannot restart when it crashes has been fixed in
5.6, and an update is running for Leap to fix that one as well, as mentioned.
