This may be a bug and I will look into it, but are you sure it wasn't happening
before with current tigervnc from openSUSE 13.2? (tigervnc-1.4.1-6.18.1)
I am testing with xev and I don't see any difference in the key events.
Maybe you didn't have the latest version before installing the testing package?
Could you please reinstall tigervnc and fltk from repository and verify whether
this bug was present there or not?
