If you create a fresh account after installing all updates, it should work.

If you create a fresh account on a virgin Leap 42.1 installation, login and
update the system then, it probably might not work, as it is *not* a fresh
account any more.

42.2 will not have this problem, as it will only come with spectacle.

There also was https://bugzilla.opensuse.org/show_bug.cgi?id=965181 though,
which also broke it for fresh accounts.
But this is fixed since the Plasma update to 5.5.4 (khotkeys in particular).
