Comment # 25 on bug 903747 from Hans Mayer

Ran into this problem while upgrading from 13.1 to 13.2, tried the fix
recommend in Comment 18, but unfortunately it didn't work for me, problem
persisted.

Did a fresh installation of 13.2 on the same partition, problem resolved...
