I did more checking, and bind will work if nss-lookup.target is removed from the After= line of fix.service. So, if nss-lookup.target is in the After= line of fix.service, it creates a boot problem for bind because of an order problem, and named will not start on boot. It starts fine afterwards. Since named is still an LSB script, it seems much easier to tweak fix.service. HTH.
