Steps to reproduce:

 * Define a container needing the default network
 * Make sure the default network is stopped
 * Start the container. At this stage it should fail, that is normal
 * Start the default network
 * Start the container

At that stage, the container still can't be started unless libvirtd is
restarted. That isn't normal.
