The file is part of trustedgrub2-i386-pc-1.4.0-1.2.noarch so my guess is this
package was not installed.

I have tried to reproduce this, but when I select
- cryptlvm
- trusted boot
- grub password
I still see trustedgrub2-i386-pc.rpm selected.
