That is an interesting test. So, the desired suspend behavior does not have to
do with the way the controller is initialized at boot but rather with what is
done before suspend. Perhaps 13.1 had some script executed before suspend to
adjust wol settings?

I would still appreciate if you could test the 13.1 kernel with 13.2.

Yes, I'd like to find the root cause of this problem. I've asked Al to try and
find a machine with an r8169 controller so that we could try to reproduce the
problem as well.
