A few things:

Qgroups can be safely disabled on openSUSE systems and snapshots will still be
cleaned up.  The functionality that handles cleanup based on percent of
capacity occupied will not be available but cleanup by time or count will work
fine.

Balance and qgroups has some shortcomings.  The biggest thing is that we
shouldn't need to do qgroup accounting at all during balance but the internals
aren't set up to allow that.  That's a project that needs work in the future.

Ed's patches will have decreased the CPU overhead substantially, especially
with lots of snapshots, but it's still not perfect.  Lastly, Ed, have you
pushed these patches to the applicable branches?  I don't see the patches
there.  Until they've landed, it's premature to call this issue resolved.
