Ok. You should not run into that issue when using YaST to change the available
keyboard layouts. I'm going to open a seperate bugreport for this broken
behaviour in "localectl set-keymap".

In the end I don't see a regression here (see my comment$14). Of course you can
request to change the layout for de(ch) to deadkeys instead of nodeadkeys or
even offer the deadkeys variant in addition. But you would need to do this via
our openfate tool.
