there are lots of armv6 build failing because of broken builders.

Well, the builders are just fine, the pkg meta of openSUSE:13.1 / qemu-linux-user is broken: <package name="qemu-linux-user" project="openSUSE:13.1"> ... <useforbuild> <disable arch="armv5el"/> <disable arch="armv7l"/> </useforbuild> <bcntsynctag>qemu
