For your first question, quanta is a WYSIWIG HTML Editor. There are so
many out there....

Have you tried this yet?

Somehow, for only 10.3, theres a package called kde4-quanta. For 11.0,
11.1 and Factory its still the old 3.5 version...

Remember that there are other WYSIWIG Editors out there if that one
doesn't work.... What are you looking to edit?

Yea i know about the KDE 3.5 version but it dont work fully on 4.2    and yes
i know ther are a lot of other WYSIWUG  editors out there but i just happenn
to be used to and happy with Quanta  i have tried    Bluefish,    Coffecup
NVU  Openoffice  ect ect ect they all work sort of out the lot NVU is the
biggest junk pile  but none of them beat Quanta AFAIAK
