No, but it has a one-time command:
smart config --set remove-packages=false

edit the file for new repos (and, according to Dave, not edit it in YaST
afterwards).

Ye, but Smart still downloads the complete filelist of updates when it
changes (which is every 2-3 days these days).
Thats 14Meg every couple of days - I dont have unlimited traffic on my
DSL so it works out to be an expensive exercise.
