Also hardware information and steps you took to try to get it started, and
what desktop environment you are running.

Whoops, I didn't intend to spam (sorry). I've been trying to figure this out
for about 8 hours now - seems the longer a solution eludes me, the harder I
try to find one. 

Dell Inspiron E1505/6400 laptop
ATI Mobility Radeon X1400

I've installed 10.3 from scratch, ran through the updates.

Installed ATI driver 8.40.4, built dist-specific package.
