[opensuse] latex on 10.3

I'm having some problems using latex. I removed everything and then
reinstalled from scratch. After it installs the latex executable is
located in /usr/lib/texmf/bin/i586-linux/. When I execute I get the
following
kpathsea: Running mktexfmt latex.fmt
fmtutil: format directory `/var/lib/texmf/web2c' is not writable.
I can't find the format file `latex.fmt'!
I did run texhash (as superuser) but it didn't fix anything. Anyone
has any idea what the problem could be?
