I've noticed this same problem Joe & T. on my 10.0 setup. It just
doesn't seem to refresh the package list if you have previously used
that site for updates or package installation. It would appear also
that just disabling the site doesn't work to go back to it later
either. You have to completely remove it as T. mentioned and re-add it
or another to proceed successfully.
Seems as though I remember something of this being mentioned in the
opensuse mail list, but I don't recall a solution.
