Good question! If you only neutralize the plans, but not the people, those same 
people will concoct other plans that you'd have to neutralize over and over 
again. So the most cost effective route would seem to neutralize the people, if 
you can do so without running into legal trouble.
That probably means that you'd have to run for president of the US of A or 
director of CIA or FBI, I suppose. :-)
