Huh? You certainly can set tabs in every word processor with which I'm
familiar, even vaguely. Then by embedding tabs in the text, you can get
(TA-DA!) tabular presentation.

Tables are not the only way to produce tabular presentation in word
processors, though they are (I believe) in HTML.
