Huh? You certainly can set tabs in every word processor with which I'm
familiar, even vaguely. Then by embedding tabs in the text, you can get
(TA-DA!) tabular presentation.
Tables are not the only way to produce tabular presentation in word
processors, though they are (I believe) in HTML.
Big difference between "can" and "should". I've seen too many problems with tabular data separated with tabs when things like font, margins or paper size are changed later. Using tabs is extremely fragile. Also, most people don't bother to actually change tab settings when entering tabular data in this manner, they simply hit "tab" until the data "appears" to line up; which just makes things even worse when something changes later.
