If you're logged in to OBS and search for the package you want to  
report the bug against, then click 'Report bug', it will fill in those  
details:

Product: openSUSE.org
Component: 3rd Party Software
Summary: [project]/[package]: Bug

Also, if you are able to do it using this interface, the assignee is  
already pre-defined to be the bug owner of the package... so all in  
all the easiest way to do it.
