Has the old SUSE policy of only security patches changed, then?

goes out to 11.0 or not is decided on a case by case basis. Plus,
if the same update also goes to 11.1 chances are very high that
it also is released for 11.0. The work is already done anyway.

I thought that when this happened it was simply an exception because the bug was huge or caused an uproar, not a matter of policy.
