Hi Rasto,
Liable is legal term and in that context, nobody is liable for SUPER.
For both projects you can look trough page history and see who started them.
They will probably never pick up, including MiniSUSE, as openSUSE is trying
hard to have smaller and faster base, easier installation, etc, and that were
goals of SUPER, SLICK and MiniSUSE.
