I don't know about the code, but yeah, after trying to decrypt the
diagramm /usr/share/doc/PolicyKit-0.2_git20060822/spec/polkit-arch.png
I believe the thinking behind it is somewhat 'different' ;)

Reading the HAL mailing list I got a different impression :(
