Somehow I missed your reply. Sorry!

I'm guessing the %pre script doesn't quite work correctly. :-(

rpm -V obs-server build tells me that lots of files are "missing".

So,
rpm -e obs-server build --nodeps
followed by
zypper in obs-server build
solved the problem.  Thanks!
